Russia has its own character: strong and willful. As a lawyer I can tell you that doing business or having other successful connections with Russia will require from you to follow our compound legal system, as well as our business customs, economic tendencies, Russian manners in general and sometimes knowledge of a judicial practice.
Russia can become your reliable friend whether for doing business in Russia or with Russia, for working, getting education, becoming a Russian citizen, living and having a family. I am sure that once tried, you will cherish connections with Russia ever more.
Russia’s legal system is quite compound. As Russia belongs to the continental (Romano-Germanic) legal system, it acknowledges written sources of law. Laws like rules of a game are intended to regulate all the sides of social, governmental and in some cases private life, so that the one’s freedom does not cross freedom of another. The variety and amounts of such sources is significant. Laws are contained in different sources of publishing. Sometimes having just a written rule is far not enough to say for sure how to behave in certain situation, it might require to know principles of law, recommendations and judicial practice, ability to orient in other corresponding rules of law and legal culture in general.
That is why professional legal advice is a strong weapon in your hands, letting you reduce risks and make sure you are acting ‘clean’, or make it this way.
Russian legal system contains Russian system of law and international sources of thaw that are accepted by Russia. As it’s written in the Constitution, in case of a conflict between the Russian legislation and the international agreement, the rules of the international treaty are in priority. Although, this rule is perceived ambiguously as it might damage the internal national interests.
Russian sources of law include the Constitution, federal constitutional laws, federal laws, decrees and orders of the President of the Russian Federation, decrees and orders of the Government, acts of the federal executive authorities, constitutions (charters) of the Russian subjects of federation, the laws of the Russian subjects of federation, the acts of the executive authorities of the Russian subjects of federation, acts of local self-government bodies.
Also, as Russia is in inheritor of the Soviet Union, the older soviet rules of law might be applicable still today, if they weren’t cancelled and if they do not contradict to the contemporary sources of law. This is, for sure, because creating a whole contemporary new system of Russian law was difficult and was not a question of one day.
Russia has a hierarchy of legal acts on the legal force.
The Constitution (adopted on December 12, 1993) is essential, it is the main source of law. If anything contradicts the Constitution, such act should be considered as invalid and to be cancelled. The specific about Constitution is that it can be applied directly, which means that if there is no applicable rule of law for your situation at all, it’s possible to solve your specific case by just by being guided by the common principles written in Constitution.

Officially a judicial precedent is not recognizes as a source of law. But in fact the commentaries and decisions of the Constitutional Court or of the Supreme Court have has a nature of precedents, or the case decisions that should be taken for a base for other similar cases. Sometimes courts of a lower status follow decisions of the higher courts. But it’s not an absolute rule. So conflicting court decisions do exist. So there comes a need for a good lawyer, able to represent your case in your interest.
Russia does not have a division of lawyers into solicitors or barristers. In all cases and matters (except of criminal cases) you need a lawyer. Advocate in Russia is a lawyer who is certified to represent a client in a criminal cases.
Russia has a several stages system of courts: civil, arbitrary, magistrate’s Court, military courts, and also court on intellectual rights, Constitutional courts.

Russian legal thought and practice of legislation dates back to the times of Kievan Rus. The main source of ancient Russian law was called ‘Russkaya Pravda’ (Russian Pravda) (IX-XIII centuries). The first legislative code of the Russian state was the Code of Law, 1497, issued during the reign of Ivan III. Different dimes, different conditions (e.g. serfdom, revolutions, abolition of private property according to Slalin’s Constitution of 1936, change of forms of the government, wars, return to a market economy) made the legislators fit the current realities of life. So nowadays system of Russian law (formed after the Soviet Union ceased to exist) might be called young.
Russia recognizes political and party pluralism, the separation of powers, private property, free enterprise.
Russia is a democratic, sovereign, federated, constitutional, social state with a republican form of the government. It is a secular state, the Church is separated from the Government.
The powers are separated into legislative, executive and judicial.
Russian President does not belong to any of the three separated powers, and stands over them, and has wide rights in executive power. Which is why form of government in Russia is sometimes called ‘superpresidental’. Russian President’s official sites:
Russia is a located in different nature conditions, in 4 climatic zones 17 125 407 km2 home for 146,4 million multinational people (in 2015) with more than a thousand years of history.
It contains of 85 subjects of federation, located on both – European and Asian parts of Eurasia. The length of the territory from the west to the east is about 10 000 km and more than 4 000 km from the north to the south. Russia is washed by 4 seas and it borders with 18 neighbors, including by the land and the sea.
So I think the shown huge scopes quite clearly demonstrate the matchless potential for economical prosperity, and, first of all, in industries related to natural resources: the country is rich for various minerals, including hydrocarbons – oil (13% of world reserves) and natural gas (34% of world reserves), it is favorable for agriculture, animal husbandry, forestry and fishing etc., which to a great extent forms Russian GDP.
I’d like to pay special attention to the talented people able to manage it all. Russia takes the 1st place in the world in the number of people with higher education. Russia is successful in science-intensive industries, including manufacturing, engineering, mechanical engineering, constructing, military-technological industry etc.
